Consider current ownership "properties". If I own something I can tell you to mind your own business. Not ethical for health data.

Ownership seems to be the wrong word - at least as far as English law is concerned. Sticking with Stakeholders, multiple parties all with a strong interest, will help ensure a more ethical approach. Each stakeholder has a veto over their own contribution ie an absolute right to opt-out.
